Hi John.

Is Foo afraid to hire you because of Quux backlash (legal, etc.)?  If not,
call them up and insist they hire you directly.  If you don't have a
contract with Quux, they are just blowing smoke.  Even if you do, it
probably doesn't include your circumstances of having an inside contact.
