Nope, RT owns a Frame local loop to qwest.

RT buys a PVC on that local loop to MegaCentral.

MegaCentral operates up to the DSLAM, and the rest is qwest owned copper
loops.

The only part that RT has 'rights' over is that there PVC.  And users
generally 'own' the CPE. 

Its too confusing :|
