Updating working directories?

I thought I knew how to use cvs, but I am not getting new directories or their
assocated files.

Shouldn't I be able to go into my working directory and do a cvs update and
get any changes in the repository put into my working directory?

If cvs update is not the command, how should I sync my working directory with
the respository ?
