There is no docked ships counter.  There is an array of docking ports,
four of them, and they can be in various states.  Either VACANT (-1) or
the slot number of the player docked.  Yes, there may be an improper
clearing of the docking port.

If this problem was occurring, then fuel should also be decrementing,
as the test is applied at the same time.  Can you remember if this has
also been happening?

If it happens again, what I would like done is for four ships to try to
dock with the base.  If the array of docking ports is not valid, then
less than four will be able to dock.
