Tracking an IP address.

I was sure this subject had come up before, but I can't find any reference to
it -- does anybody have any tips on tracking down an IP address on the Internet
that has no reverse-lookup  entry and blocks traceroute?  I'm getting an
alarming number of internal attempts to access an outside website without
permission, and I have no idea whether it's some evil spam or just Internet
Explorer Update doing its thing...
