Am I reading this right?

   U S West said that the redundancy built into the fiber-optic cable
   didn't work because "the primary cable and the area surrounding
   the cable were so severely damaged that the alternate path for the
   telecommunications was also affected."

Does that mean that the backup wire goes in the same hole as the
primary?  That's kinda stupid, IMVHO...
