It can be done.  Look at the information for "guest" accounts on wu-ftpd.
It's nasty, involves building all sorts of statically linked binaries of
various utilities and placing 'em in the appropriate directories with the
approprirate perms.  BeroFTP is much easier.

If you need help beyond that, I can look back at what I've done in the
past...

Incidentally, you shouldn't need to do seperate IPs for each site.  I'm
not sure where that came from...
