Well, they're technically not a backbone provider, but my favorite has
always been Earthlink.  They provide excellent availability (never
received a busy signal), lots of value added stuff, great tech support,
and last but certainly not least, very high-quality, low-latency
connections.  At least they did in the Syracuse, NY area.  Although I have
heard similar reports about the Minneapolis POP.
