Cable Internet with MediaOne is $49.99/month, unless you already have
Cable TV, then it is $39.99/month.  The 3 IP addresses is NOT part of
standard cable internet.  IP addresses are in high demand, so they will
not give them away for free.  I suspect two more addresses are $10.  They
are dynamic through MediaOne - and they prohibit servers.  Sort of defeats
the purpose.  Just use NAT and IP Masq.
