Another random thought...

What about the 'common carrier' argument?  Now, I don't think that
universities are trying to be common carriers, but the argument could still
be made that if you are (or appear to be) blocking one type of illegal
content, does that open you to liability if you fail to block some other form
of illegal content?

(I realize that this is really a bandwidth issue and copyright concerns are
(for this group, at least) a very distant second, if they're present at all.
But I suspect lawyers aren't likely to see it that way.)
