Netscape is probably decoding the file as it's getting downloaded and
therefore confusing people.  For example, you can gzip file.txt to be
file.txt.gz.  Then, you can access the compressed file, and Netscape
will show it in plaintext in the window.  And if you want to save the
gzipped source, Netscape will de-compress on the fly, and you may end up
with an uncompressed file with a .gz extension..

Apparently, the people at Netscape believe that is the 'right' behavior,
and they haven't changed it yet..
