Napster and bandwidth allocation

The press has latched on to the fuss about Napster soaking up lots of
bandwidth on college networks. I've seen several articles on this recently,
the latest today in the St. Paul paper. The most intelligent response seems
to be "explain the problem" rather than 'ban it".

How hard is it for a sysadmin to do some kind of bandwidth shaping directed
at Napster specifically? That would seem like a good solution. A bit like
the old Russian maxim, "trust, but verify".
