wu-ftp, ftpshut and messages

I used ftpshut to close down our ftp server, it wrote a file /etc/shutmsg,
which is configured in the /etc/ftpaccess file, but when I ftp to the site it
does not show the message.

Don't the message have to be inside the chroot-jail of the ftp daemon inorder
to been seen?
