The location of the rpm doesn't matter. It is similiar to windows program
that is self-installing (download nsc123.exe, double click on it and say
install and that it's done). After the install you can delete it, but I
recommend keeping it if you have the hard drive space. This way if you
upgrade to a newer version that doesn't work, you can just go back to the
old rpm and not find it and download. I'd make a directory ~/rpm and
download it there. Then:
cd ~/rpm
su
rpm -Uvh WindowMaker-blah.rpm
exit
To install window maker, each user should run wmaker.inst it that will
copy the files to your home directory. Then go to X with no window manager
loaded and run wmaker&
