Yep, what are your permissions on the /tmp directory ?
They should be "drwxrwxrwt".  Talking of coincidences
this is what happened to me today morning, and I got to the
bottom of it by running "mail" through the debugger. Kind of
stupid I know, but I was kind of desperate since our
source control was going out of whack and we had a release
to work on *grin*
