Setting up PPP

I am attempting to set up a ppp connection via modem to my ISP and I 
am having a few problems.

The modem dials up the ISP and a connection appears to be made an 
then times out after a few moments. I believe that I am not 
authenticating properly. This process repeats itself again and again 
and again. I have a number of questions, but first of all, how can I 
tell the system to STOP trying to connect until I have time to figure 
out how to properly make the connection. Besides, I don't want the 
system to make the ppp connection at boot time. I would like to be 
able to control when the connection is initiated and when it is shut 
down. This is a RedHat 5.1 system with the 2.0.35 kernel. I believe 
the ppp package is 2.3.???
