That's a great way of handling it. Let's say there are five people on
the server:

 * A presses pause. Everyone's screen displays: "Game paused. 1 in
   favour, 4 abstain"
 * B presses unpause. Game continues.
 * C presses pause. Everyone's screen displays: "Game paused. 2 in
   favour, 1 against, 2 abstain"
 * A presses unpause. Game commences, since it's B vs. C now and three
   abstains.

But will anyone bother enough to implement it? :-)
