The idea behind the new DM_file is that it would list player names and
the DM commands they are allowed to use. So one could allow many
trusted players to zap and ban obnoxious interlopers and hence allow the
game to moderated even when DM isn't playing, but not worrying about
friends cheating or messing with the game in other ways.
So it would allow allocating and distributing limited DM functions
as primary DM sees fit.
