This is the odd thing, the Static IP address that I'm assigning IS in the
same IP subnet range as the Max's ethernet...  I do have Proxy
Mode=Active...  The pool of dynamic IP addresses is also in the same subnet
range as the Max's ethernet...  Here's a copy of my Radius record for a
static user:

username    Password="password"
        User-Service = Framed-User,
        Framed-Protocol = PPP,
        Framed-Address = 192.168.0.23,
        Ascend-Assign-IP-Pool = 0,
        Ascend-Idle-Limit = 900,
        Ascend-Data-Filter = "ip in forward tcp est",
        Ascend-Data-Filter = "ip in forward dstip 192.168.0.0/23",
        Ascend-Data-Filter = "ip in drop tcp dstport = 25",
        Ascend-Data-Filter = "ip in forward"

Is the "Ascend-Assign-IP-Pool=0," causing troubles?  Do I need a
"Framed-Netmask" attribute?
