(ASCEND) Question about original HDLC card in a MaxTNT

I cannot believe I still cannot get the company to replace these old cards
with the HDLC/2.  I am having a problem right now that I need some guidance
on.  I have ISDN customers dialing into a city, originally it was no
problem, however now I am getting complaints that they are getting busy
signals when I have open channels on the PRI.  I have a single HDLC card in
this TNT, 7 PRI's and 14 customers using ISDN mostly dual channel.  Could I
be running into the ceiling of this card's capability??
