Many years ago (3?), this was happening to me. This was with
several releases in the 4.6C series or thereabouts (wow, it's been a
while!). Since I was disapointed with how it worked, we never ordered
any more PRIs with backup D channels after that one.

However, recently, I had the opportunity to test it again, it now it
works the way it's supposed to. So it was either a problem with TAOS
or a problem with the switch (DMS100), I'm guessing both have received
a few upgrades since that time (I know the Max has, at least).

So I wonder if your telco might be running switches with older code?
You never know...
