(ASCEND) Chronic low connect rates

Sorry, I've been off this list a little while and I've lost track of what
seems to be the best version esp. re: modem code. I have a Max 4K running
7.0.3 that reports connect rates in the 14.4 - 26.4 range. Should I try a
different version, or does someone know of a common config mistake that
could be slowing this box down?

Also, I am getting frequent c=185 closes on this box. I've never seen them
before on my others. The progress code is usually 31, but there are a few
77, 40, 10, & 60 thrown in. Sometimes, no user, rate, or IP info is
reported.

Here's one I really don't get:

(date,nasid) ASCEND: call 136 CL 0K   c=185 p=10 s=56000 r=56000
