I'm not really sure why you need to concern yourself so much with getting
the numeric versions of the labels in the MIBs. Any decent SNMP tool will
accept the name and translate it internally to the number (i.e. any decent
SNMP tool _does_ have a builtin MIB compiler and you don't need to
consciously use it, it's automatic).
What tools don't?
UCD-SNMP includes a utilisy, snmptranslate, which can give you a numeric
OID from a name or vice versa:
$ MIBS=ASCEND-ADVANCED-AGENT-MIB snmptranslate -R wanLineAvailableChannels
.1.3.6.1.4.1.529.4.21.1.12
