I saw something along these lines where a user occasionally couldn't
connect to the SMTP server, using Windows 95 with some poxy internal
modem.  When I set up a continuous ping to them I noticed packets were
getting dropped quite regularly.  After attempting to mess around with
modem settings it was finally solved (or at least worked around) by
lowering the FIFO buffer sizes in the modem control panel.
