There may not be anything wrong if you get a c=47. For example, a
combination 'c=47 p=60' is perfectly normal around here. Ascend Pipelines
do it all the time.

If someone hangs up with 'c=47 p=63' you can be almost certain the he/she
has installed DUN but not TCP/IP, or that his/her settings are corrupted,
as you point out.
