(ASCEND) P130 Password Prob

Got a P130-UBRI-FT1 that know one knows the Full Access password for.
Following the instructions exactly on Ascend's Web Site for NINDY, the unit
still continues to boot up after removing the P1 Jumper with the old
configuration settings.  What am I doing (not doing) wrong?

My unit is the 1st version (JP1 is on left front corner), I am getting the
correct boot screen with the jumper in place:

Running ef, then df and getting upload (via Hyperterm - Xmodem) that looks
complete of load b.p13 

Then remove Jumper, repower up, same ole settings/passwords are still
inplace??? 

The current settings on the unit indicate Ver 5.0Ap1, load b.p13 (which is
the same load I'm trying to reload to kill the current config/passwords).

Anyone with ideas of why the new load isn't taking, and defaulting back to
where I can configure the unit?  I've tried the normal full access
password, and it don't take, so it was changed by the previous owner of the
unit.

Thanks for input - leaving Sunday for about 10 days, so would like to get
this unit configured before then if I can.
