(ASCEND) Dnis setting

We are offering 3 services one premium, Budget and Permanent.
One of the main difference between premium and budget is the modem to user
ratio.

What I want to do is this, If we have 60 ports on or max 6000 I want all 50
ports available to premium accounts and I want only 20 ports available on
the budget account.

I can set this up fine but this is where the problem is. We have 3 access
numbers the budget, premium and dedicated modems, how de we set it up so
that the number do overflow the total pool of 60?

Max total 60 ports
dnis number 54841234 60 ports set (Premium)
dnis number 54841235 20 ports set (Budget)
dnis number 54841236 10 ports set (dedicated)

now this is fine but if we get 45 call premium and 5 on the budget and 10 on
the dedicated that all works out fine (total 60) but if one of the dedicated
lines drop for any reason during peak times then there is a chance a budget
or premium might get the free port? now most of the dedicated ports are
links between our POP'S and that would cut the bandwidth between them and
this is not a good thing during peak times :)

Any help would be much appreciated
