(ASCEND) V.32bis modems Connecting to 5.0ap38

G'day...
 Running 5.0ap38 on max4060

Many of our clients have complained about no able to connect... after a
few test with a
V.32Bis modem

2128/1815
ati2
7a2ebe
ati3
AT-1414PCF04/18/1994 for Australia
ati4
V.32bis/Fax modem 4.2

when doing connect at&fw1

Carrier 14400
NO CARRIER
????

I have also received heaps of complaints about slow downs.... after 9
days since doing the
update to ap38.
the reboot seem to fix the slow downs but is this going to be like
running NT, having to reboot the machine once and a while cause the
programmers at MS are sloppy?

Any advice?
