(ASCEND) TNT 1.3Ap24 fails to authenticate ISDN via RADIUS

Just upgraded our TNT from 1.3Ap20 to 1.3Ap24 and it gets a RADIUS timeout
for ISDN users. Analog users continue to work fine, and downgrading to Ap20
immediately fixes the problem.

This sounds suspiciously like TR 2720: ISDN users could fail to connect due
to erroneous RADIUS timeouts, which is explicitly listed as fixed in the
1.3Ap24 release notes.

Doesn't look like it to me. :-(
