(ASCEND) Max hot-swapability

Everything that I have seen/heard indicates that the Max (specifically
4048) must be completely powered down when swapping hardware
(cards, etc).  I was just curious if anyone could give me any
insight into why this is?  Is this due to some hardware limitation?
Or is there a chance that a future software release will make the
box hot-swapable?  Lastly, is this true of all Maxes?  How about
the TNT's?  Any answers would be greatly appreciated.  Thanks!
