Sounds like you've got some issues over there.

If you're looking for support, I'd suggest contacting whomever wrote your
radius software to begin with.  You say you're using version 1.0 now, but
you don't say which radiusd you're running.

If you insist on using NT, then I'd reccomend RadiusNT or Radiator.  Both
can easily authenticate off a database, for which you can create any sort of
interface you wish.  One of the companies I'm working for is using Platypus,
RadiusNT, and imail all from an SQL backend.  Add a user to platypus, and
they automatically have dialup and email access.  Almost as easy as 'pw
useradd' on my FreeBSD boxes :)
