(ASCEND) DHCP on P50

I feel as if I am doing something wrong.  Is the "DHCP Spoofing" on a P50
just there for show?  Is it DHCP server?  I have never successfuly make
this work.

I have a small network running Windows 95 clients.  I want to dynamicly
assign each one IP address.  
When I have Validate IP not set, I get IP conflicts regularlly.
When I have Validate IP set, the 95 client always says there is not
  DHCP server available.

I am missing something here.  Can someone tell me if I am misunderstanding
what this "DHCP Spoofing" "feature" is?
