IOS does not seem to have the equivalent of Asend's
"Call Type=Perm/Switched" which causes the call to redial all the time if
ever it goes down. Instead, it will wait for traffic destined for the WAN.
Is this what you're talking about?
If so, then you need to use a workaround. Since IOS will not place a call
until there is traffic, you can force there to be regular traffic in any
number of ways. My favorite is to configure the Cisco as an NTP client
with the server being on the other side of the WAN ("ntp server x.y.z.w").
