(ASCEND) 'Auth Timeout' value

I have MAX4000 with 5.0Ap51(tk.m40) and two RADIUS server for
 authentication and accounting.

I found a strange thing.
When I set 'Auth Timeout' as 5, MAX switches between two RADIUS servers
 every 5 seconds at losing authentication packet. It is good.
But if I set it as 4, MAX never switch between RADIUS servers.

Is there minimum value for 'Auth Timeout'?

Any information would be greatly appreciated.
