(ASCEND) Pipeline 220 - Very slow

My company has been happily using a Pipeline 130 for about 8 months.  It is
connected to a fractional 512k T1 Frame Relay line.  We recently purchased a
Pipeline 220 about 2 weeks ago (we are splitting our network for web servers
and secure internal network.  Everything on the 220 runs great for about
15min, then only pings and e-mail go through.  HTTP, FTP and other protocols
are very slow.  SMTP mail is still as fast as it has been.  I have tried
about every version of firmware.  Even if I only use one of the Ethernet
ports, the 220 slows to almost a stop.  Ascend nor my ISP have figured this
out yet.  I have sent a trace to Ascend support using the wann 64 and wano
64 commands in diag.  If anyone has any suggestions I would appreciate it
immensely.  I have a deadline to get this box working by Sept. 15th 1998.
