In case you're also running some form of Unix machine on your network,
you could run a cronjob with radpwtst (a tool provided with the basic
merit radiusd to test authentication). Doing that you would not only 
see if the server is up and running, but also check if it still
authenticates. Just as a side note, ever since we switched to the
merit radiusd we had no outages whatsoever from our 6 radius servers.
