This does not sound like the MAX has changed its behavior.  This sounds
much more like the syslog.conf files are different between the two log
hosts.  Perhaps before you were not logging the "debug" level of message
for the facility you configured the MAX to use on the older syslog host.

The syslog.conf file controls what syslogd will record in the different
logfiles.
