I bet I know what the problem is.
"Show pools" is working perfectly. You aren't using any IP addresses
out of the pool.
You are sending the hinted Framed-IP address back along with the
Accept message. The max thinks you have assigned this address out
of a global pool, like a radipad server, so it doesn't remove it from
it's pool.
Try turning off Auth-Pool, that way you won't get the hints sent to
you and your radius won't be able to send them back.
