Yes, you are missing the fact that there is no "Timestamp" attribute
in RADIUS.  Check RFC 2138 and 2139, the RADIUS authentication and 
accounting documents.  The timestamp for a packet _is_ the system 
time stamp.  If the packet is delayed on the NAS then there will 
be a Acct-Delay-Time added by the NAS to record how long the packet 
was delayed.
