(ASCEND) Upgrade Max1800

Greetings,

I have a Max1800 running 5.0A+.  I attempted to upgrade to 6.1.3.  My
understanding was that I would first need to upgrade to a restricted
load, then to the full load.  Following the directions I got from
Ascends' site, I used tftp to load the restricted load.  It seemed to
work.  I followed the tloadcode with fsave, and nvramclear.  Then  I
loaded the full code, followed by nvramclear.  When the Max rebooted,
it was still at 5.0A+, and had lost it's config.  What am I missing
here?
