(ASCEND) P75 has a hard time connecting to my ISP



Hi..  Here is a question I need some help with..

I have problems connecting to my ISP before, but I am starting to
trace it down a little bit more, here is my info.....

I have an Ascend Pipeline 75, the latest model running the latest SW
(6.0.2).  A few weeks back after my local ISP did some major upgrades,
I started having a really hard time logging in, (I am a dial-up ISDN
128K customer).  My ISP said it must be me, since nobody else was
complaining.  I doubted it was me, since I hadn't changed a thing, but
I fiddled whit all my configs, my cables, my PC my network card,
everything possible.  I finally called Ascend Tec support.  They
telnetted into my P75, looked at all my configs and said it looked
good.  The guy then made it connect to Ascend's router several times,
and it did so immediately, with no problems at all.  Next he got my
info, and made it try to connect to my ISP..  NO GO.  He noticed that
my router is sending packets, but the ISP's router was not answering
back.  (He said it was analogous to my P75 saying "Hello, Hello?"  and
the ISP's router not answering back.)  I now learned which window on
my status monitor to look at, and I see what he means.  After several
connects and disconnects, my ISP will eventually send packets back,
then we connect immediately.  Usually the failure rate to connect is
about 66%.  Once we do connect, however, the connection is superb, and
I have no problems, it is just a PITA to get connected.  My ISP seems
to still think this is my router's problem.

You folks got any clue as to what is causing this??  Ascend says it is
the ISP.  The ISP thinks it is my router, or the teleco (but they came
out and spent hours testing everything, and say the line is perfect, I
am only 800 feet from the CO)..  

I am looking for something to tell my ISP to look into (hardware
problems, known software problems, they just got TNT's and use Max's
also, they use all Ascend equipment, and always use the latest SW
builds) or some way for me to better diagnose this, so it can be
fixed..  It is really a huge pain, to have to dial, hang up, dial,
hang up over and over and over.  

I am not getting busies, if that is what you are thinking, since I
know how the router treats those, and it is completely different..
This happens from any software, looking for an Internet connection, or
even direct dialing from the status window, makes no difference. It
happens at all times of the day and night, no difference. And like I
said, it all started suddenly after a major upgrade at my ISP.  It
also seemed to happen shortly after I complained of the long sign-on
times.  It used to take me about 15 seconds to log-in to my ISP, then
it took about 2-5 seconds after he made some (unknown to me) changes,
he just e-mailed me and asked if it was faster to connect, and it was.

Anyhow, please HELP me/us!!  All replies most appreciated..
