You need to program the following parameters in System->Mod Config->Term
Serv Options.
1. Program "Cell First" to Yes.
2. "Cell Level" defaults to -18db. The Tx level range is from
   -13db to -18db. -13db is the highest and -18db is the lowest
   Cellular Tx level. It's possible to increase the Tx level to 
   get a higher connect rate.

I also understand that you should be running 5.0Ap38 or later for analog
cellular modems.
