Yes, this is normal.  Try the math again.  :)  You have a card with 12
modems on it.  Your status display has 16 entries.  Ergo, four of those 16
entries will not have any modems associated with them.  Marking them as
unusable is the Max's way of showing that they aren't there.

I am not sure why the status display doesn't simply have only 12 slots
when a 12-modem card is in use; or why it doesn't do the obvious thing and
mark 1-4 or 12-16 unusable.  My guess is that it is an electronic
artifact caused by the design of the cards - it's simpler to have a
12-modem card look like a 16-modem card with 4 broken ones than to add
circuitry/software to identify it separately.  That's just conjecture, of 
course, and probably not very good conjecture at that. :)  But that's the
way it is.
