FWIW: I've seen the same problem under 5.1ApXX when
Secure Access is installed and trying to modify something,
or even w/o SecAcc when "trestore"ing a configuration
which has complex filters, where it will report something like
"cannot save config, NVRAM full"
"fsave" and "nvramclear" usually fixes it temporarily.
