We've got it up and running here ... no problem with the
NT service, but NT v4.0 + SP3 + IE4 causes problems with
Ascend's java stuff - that goes into 100% CPU lockup.

I'm not sure why you are rebooting - don't think there's
any reason to ... 

Our event log does show an event 2000 warning, that the
licenses.txt file could not be found.  But the next event
is a 1000 info message indicating that "Ascend Access
Control 1.0Ai10 started successfully"

That's correct ... normally this should be in a location like:

C:\Ascend\Access_Control\Database\licenses

Two ideas to check:

1) In an MS-DOS window, type the command HOSTNAME,
   and ensure that the hostname is EXACTLY the same
   as the host name specified in the licenses file
   (possibly including case).  If these are NOT the same,
   you may need to change the system's host name
   (in using the network control panel applet ...
   I don't think you can change it in the license key)

2) If this doesn't work, try going to the Ascend web site,
   follow the links to the point where you can get a license
   key issued for you ... it will display it on the screen
   as well as mail it to you (if my memory=correct).
   Cut and paste the one line license key into the licenses file.
   It looks like:
   HOSTNAME xxxx-xxxx-xxxx-xxxx ...
