Are they trying to to establish the PPTP connection _TO_ the P130,
or just to an NT server on the other side of the P130?

If the later of these, then there may be filters on the P130 
that are blocking the GRE packets from passing across it,
for example, a filter that allows only ARP and IP 
will block GRE.
