I have a personal nailed-IP connection profile on all my Maxen,
for times when the backhauls go out or there are other problems.

Since about 5.0Ap13, these haven't worked properly, in that they
DO work if a Radius server is available, but if there are no Radius
servers on-line, I can't connect via the hard profile.

These profiles are not duplicated in the Radius database at all,
and the IPs are outside of the pools managed by the Maxen.

It used to work, now it don't. What could I have done t make this
happen?

ANy clues appreciated- thunderstorms tonight here in NC and we're losing
T1s all over the damned place.
