(ASCEND) Cistron and other radii

I found that with Cistron radius I could do a users file with an entry
like:

user1	Auth-Type = Crypt-Local, Password = "encryptedpassword"
user2	Auth-Type = Crypt-Local, Password = "encryptedpassword"
user3	Auth-Type = Crypt-Local, Password = "encryptedpassword"

and it would load the whole thing into memory. I'm trying to get away from
authenticating off a hashed password file on a unix server using
Assend/Livingston radiusd. My problem is that it doesn't appear how I
fashion my users entry, it always just drops the user at a term serv
prompt instead of starting PPP. I have also tried

user1	Auth-Type = Crypt-Local, Password = "encryptedpassword"
 	User-Service = Framed-User,
	Framed-Protocol = PPP

user	Auth-Type = Crypt-Local, Password = "encryptedpassword"
	Service-Type = Framed-User,
	Framed-Protocol = PPP

and even

user	Auth-Type = Crypt-Local, Password = "encryptedpassword"
	User-Service = Framed-User,
	Framed-Protocol = PPP,
	Framed-Routing = None,
	Ascend-Assign-IP-Pool = 1,
	Ascend-Idle-Limit=4800,
	Ascend=Maximum-Time = 36000,
	Framed-Address = 255.255.255.254,
	Framed-Netmask = 255.255.255.255,
	Ascend-Maximum-Channels = 1

Any solution to this, or even any way to make Ascend radius use the
Crypt-Local command and does it load the whole password file into memory?
TIA.
