That depends:

if you have Inband signaling T1 and you remove all the modem cards, 
_or_ you specify one T1 goes to modems, second T1 is 56k DOVBS.

If you have ISDN PRI, then you can assign multiple phone numbers
to each trunk or hunt group, and one phone number goes to modems,
and the other phone number goes to DOVBS.
