You usually see this problems on 14.4 modems, what you can try and what works with those 14.4's is to add a few commas after the dial string. If the number to your POP is 555-1234 then the dialstring should have 555-1234,,,, that's usually all it takes, but it's still a pain as far as I'm conserned.
